Mott MacDonald has been appointed by the FCDO as Implementing Supplier for “Purnima: UK Support to Post Earthquake Recovery in Nepal Programme” and as the Technical Assistance Provider for the “Nepal Climate Change Support Programme Phase 2 (NCCSP2), led by the Ministry of Forest and Environment.

The role of Finance Assistant will sit within the Operations & Finance Team, which is responsible for ensuring that all financial, operational, and administrative aspects of the Projects run effectively. Day-to-day the Finance Assistant will be responsible for ensuring that activities are implemented in accordance with Mott MacDonald financial processes and procedures. 

Job Description

 

Finance Assistant shall ensure an effective financial management of MMNB as per MML Nepal Finance Manual. The Finance Assistant shall have a functional relationship with the District Administration Officer (DAO), Palika Administration Officer (PAFOS) and Operations Team.

Roles and Responsibilities:

The incumbent will work under the supervision of the Finance Officer with the following scope of work:

  • -Prepare and carry out day-to-day financial transactions according to the MML Nepal’s finance Manuals.
  • -Ensures the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements, and financial audits.
  • -Obtain and check all bills/invoices and other supporting documents, travel expenses claims, cash advance request form.
  • -Carry out the bank and cash operations including cash count preparing bank reconciliation statement maintain cash and bank books and control including issuing cheques, bank transfer requests and other correspondence with banks.
  • -Prepare vouchers and process for approval of competent authority for timely payment/settlement/adjustment and ensure timely and proper posting of vouchers into MML accounting system.
  • -Checks and ensures that all procurement process and expenditures of the project in accordance with the MML Finance Manual. This includes ensuring receipts to be obtained for all payment.
  • -Administer advances and their settlement and provide information on the status of advance aging.
  • -Orient programme and district admin staff on administrative and financial rules, regulations.
  • -Handle VAT related functions according to the prevailing GoN rules, including accounting, reconciliation and documentation and support in the VAT claim process on a regular basis.
  • -Undertake visit to district offices as and when required for monitoring and facilitating the financial aspects.
  • -Prepares and submits timely and reliable MML financial documents and financial reports.
  • -Prepares project financial reports, statement and submit to Finance manager for clearance as required.
  • -Checks budget codes to ensure that all transactions are booked to the correct budget codes.
  • -Developing external relationships with appropriate contacts, e.g. auditors, solicitors, and bankers.
  • -Keep and maintain all vouchers and financial documents in a custody properly and make available as and when required.
  • -Whenever necessary work closely with procurement team in the procurement process to ensure the transparent and competitive procurement of goods and services compliance with MML’s procurement policy and procedures; select and negotiate with local vendors, within the established financial parameter.
  • -Assist Operations Manager to implement, systematize and regularize effective, efficient, and smart operations functions in MML Nepal.
  • -Provide updated tax related information to admin officer and senior administrative officer.
  • -Assist in physical verification of MML assets and inventor.
  • -Carry out any other financial as well as operations assignments as requested.

Candidate Specification

Essential competencies/skills:

  • -Good working knowledge of Bookkeeping and Accounting
  • -Excellent written and spoken English and Nepali
  • -A good communicator with strong relationship building skills, reliable and a team player
  • -Demonstrable ability to deliver to deadlines
  • -Pro-activity to raise issues with management and resolve identified problems
  • -Ability to undertake periodic travel to district offices (if required).

Required academic/professional qualifications, training and experience

  • -Bachelor’s degree in finance (Preferable Master’s degree)
  • -Advanced Excel skills
  • -Good understanding tax and statutory regulations
  • -Good understanding of accounting system
  • -Good understanding of an ERP (SAP, Oracle, Lawson, Deltek) would be beneficial.
