Job Description

Finance and Grants Advisor (based at Ministry of Health and Population [MOHP]) (1 Position)

The finance and grant advisor will be responsible for providing technical assistance and advice (TA&A) to the MOHP and its units on HIV/AIDS, Tuberculosis (TB), and malaria program. The advisor will also provide TA&A to the management division for financial, contract, and grants management of the Global Fund (GF) COVID-19 risk mitigation (C19RM) project, in coordination and collaboration with the GF and the Primary Recipient (PR) of C19RM.

Key Responsibilities

Provide technical support and guidance to the MOHP on financial management and grant implementation, in line with GF policies and procedures.

  • Support MOHP and its units on HIV/AIDS, TB, and malaria for smooth operation of grant business and operational plans, implementation of annual budget and work plan.
  • Provide TA & A for oversight of all financial management areas including accounting, recording and reporting systems and its procedures are well functioned and placed.
  • Provide TA & A in monitoring the financial transaction budget controls, and critical review of budget versus expenditure with recommendation and advice.
  • Provide TA & A for timely completion of financial as well as donor report with accuracy and reliability.
  • Provide TA & A to review and design appropriate workflow systems, procedures, and processes that ensure efficiency and effectiveness of the support function that finance provides.
  • Provide TA & A to maintain adequate financial resources to support monthly program operations and subproject reimbursements.
  • Provide TA & A to ensure all the financial activities & transactions are carried out in conformance with the applicable policies and procedures.
  • Provide TA & A on any recommendations from donor as well as GoN audits conducted for its timely follow up & settlements.
  • Provide TA & A to manage the development and review process for agreements, contracts and amendments ensuring the requirements of the Government of Nepal (GoN) and GF and PR and maintain quality assurance.
  • Provide training and capacity building to the MOHP staff on financial management, budgeting, reporting, and compliance issues related to the GF Project in Nepal.

Requirements

  • Chartered accountant and/or master's degree in accounting, finance, business administration, management, or a related field with three to five years of experience in related field.
  • Prior experience in senior management positions in related organizations
  • Experience and performance in program development, grant making and grant management with international organization.
  • Knowledge and understanding of Government of Nepal’s as well as GF’s relevant rules, regulations, policy, procedures, and plan.
  • Experience in working effectively across various teams within the project and organization, and building and sustaining positive working relationships with NGOs, private sectors, government, and other stakeholders.
  • Proactive in managing multiple tasks, managing, and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
  • Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders including different departments, divisions, and centers of MOHP.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Excellent oral and written English and Nepali including documentation skills.
  • Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
  • Ability to travel to the field 20-30 percent of the time.
