Opportunity
Abt Associates seeks a qualified Finance and Administration Manager to support the International Health Division in Nepal.
The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project is Abt’s follow-on project to USAID’s flagship initiative in private sector health. In Nepal, SHOPS Plus will support Contraceptive Retail Supplies (CRS), a local social marketing organization, to increase the availability of and demand for priority family planning and maternal and child health (MCH) supplies. SHOPS Plus Nepal will also provide targeted technical assistance to strengthen the long-term viability of CRS to deliver these products and services.
SHOPS Plus is seeking a Finance and Administrative (F&A) Manager for the SHOPS Plus Nepal program. The F&A Manager will be responsible for all financial and administrative functions of the office, including the management of accounting and financial transactions of the project, financial reporting, and management of the daily office administration.

Job Specification
Key Roles and Responsibilities
Accounting and Finance
-
Monitor and track expenses, and execute payments for local operational transactions, items for office accommodations, communications, security, transportation, etc.

Oversee the development of administrative and operations management systems and processes required to support project implementation, ensuring compliance with USAID and Abt Associates policies and regulations.

Oversee the administration and tracking of the project Petty Cash account, paying and monitoring of advances for trips and expense reports
-
Oversee payroll preparation for project employees, assuring that all amounts and deductions are made accurately

Prepare monthly Remote Office Vouchers (ROVs) that record all transaction in US Dollars and local currency and includes original receipts, timesheets, all related financial reports, and a monthly reconciliation of accounts

Maintain SHOPS Plus’s local bank account(s)

Verify all invoices and payments requests, ensuring that supporting documents for each transaction are clear and complete

Prepare monthly cash flow projections and consolidate all project spending estimates into a monthly cash/wire request to be submitted to the Home Office monthly

Provide financial support for the development and organization of project activities

Assist project management in the preparation of budgets and revenue plans

Maintain and oversee the correct use of the Quicken database

Provide technical assistance to CRS on financial management
Procurement
-
Oversee local procurement processes, including following appropriate financial procedures for expenses, such as Check Requests, Purchase Orders, Justification Memos, and ensuring the necessary approvals for each expense
Compliance

Provide guidance to SHOPS Plus on Nepal’s tax and social insurance laws

Orient new employees to corporate and project policies, procedures, and benefits

Coordinate with local stakeholders (USAID Mission in Nepal, government agencies) to solve problems or respond to audit or financial questions

Ensure general compliance of project finance and administration with US Government acquisition regulations (FARs, AIDARs, ADS, etc.)
Administration
-
Assist in the recruitment and hiring of appropriate local employees

Maintain employee personnel files and records and annual and sick leaves

Manage the Finance and Administration Assistant
-
Ensure that periodic inventory of the fixed assets (property) of the company is conducted
-
Serve as office security representative, liaising with home office (e.g. Global Security Team) to help mitigate staff risks and encourage safe practices. Responsibilities include maintaining a security management plan, addressing basic safety issues, and maintaining contact with all staff members and home office teams during a crisis or emergency.
Preferred Skills / Prerequisites

Bachelor's degree in Finance, Accounting, or Business. Masters preferred.

Professional experience of at least 8 years in the areas of finance, accounting, and contract management.

Experience managing USAID funds.

Good understanding of financial systems and procedures.
-
Basic knowledge of Federal and AID Acquisition Regulations and other USAID operational procedure and policies.

Ability to manage complex activities and complete tasks on short notice.

Computer skills in accounting (Quicken and Oracle), MS Windows, Excel, Word.

Fluency in written and spoken English is required.
Minimum Qualifications

(8+) years of experience and a bachelor degree OR the equivalent combination of education and experience.
