Proposal Summary: 

MSI is preparing to bid on the USAID/Nepal Monitoring and Evaluation Support Project. The project anticipates providing a wide range of services to USAID to enable it to effectively monitor program performance; evaluate the performance and results of USAID/Nepal programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Nepal and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. This is a 5-year project scheduled to begin in April 2020.

Job Specification

Position Summary:

MSI is seeking a Finance and Administration Manager to oversee administration of accounting, human resources, operations, payroll, procurement and reporting in the project office  The position provides key support to the Chief of Party on all management areas under his/her direct supervision and, working in a leadership capacity with the office staff, is responsible for implementation and management of internal controls to facilitate accurate and timely accounting, financial, human resources, and information systems. S/he will also collaborate with MSI HQ colleagues, technical personnel, subcontractors and international partner organization, and local governmental partners.

Finance and Administrative Responsibilities:

  • Prepare monthly project plan budget in collaboration with the Chief of Party and HQ based Project Manager(s).
  • Oversee accurate and timely payment and recording of all in-country financial, accounting, treasury, and local tax transactions, as well as reporting and allocation of project costs.
  • Design, monitor and implement systems of internal control that safeguard client’s assets and lead the process of implementing sound accounting procedures.
  • Manage the accurate and timely preparation of office’s monthly expenditure reports to HQ, ensuring review with and approval by the Chief of Party.
  • Monitor bank account balances and bank reconciliations.
  • Supervise handling, reconciliation and reporting of petty cash.
  • Ensure cost effective and efficient procurement of goods and services in accordance with MSI and USAID procurement procedures, as well as security of valuable equipment.
  • Generate regular project financial updates for office staff and financial managers at HQ.

Human Resources Administration Responsibilities:

  • Maintain effective liaison with local counsel to provide on tax, labor and related legal issues.
  • In collaboration with the Chief of Party, oversee preparation of monthly payroll, including computation of income tax and pension contributions & other fringe benefits.
  • With Chief of Party, implement personnel policies and procedures, ensuring compliance with Nepalese labor laws.
  • In collaboration with COP manage recruitment of local staff including preparation of staffing requests and appointment records, employment contracts, and benefits enrollments.
  • Monitor effective maintenance of up-to-date personnel records; provide timely staffing reports and other HR data to HQ upon request.

Office Administration and Operations Responsibilities:

  • Manage activity start-up and support initial work planning process.
  • Serve as liaison to local banks, insurance carriers, brokers and other business vendors.
  • Coordinate with HQ in monitoring and managing subcontracts.
  • Monitor compliance with administrative and operations policies with COP and HQ.
  • Maintain effective liaison with office landlord and utilities providers, keeping related contracts & legal agreements properly documented and up to date.
  • Oversee coordination and supervision of support staff and IT support.
  • Coordinate the implementation of contracts/procurement procedures; participate in bids and technical and cost evaluations; and perform due diligence for awarded procurements.
  • Maintain electronic and physical files organized and up-to-date.

Qualifications:

  • Bachelor’s level degree in public administration, business, financial management, or another relevant field required; Master’s degree preferred.
  • Knowledge of QuickBooks system required.
  • Substantial related experience working in project financial management for NGOs with strong knowledge of international donor requirements.
  • At least three years of experience working with in financial management or procurements required.
  • Proven ability to maintain professional relationships with local counterparts, beneficiaries, contractors, suppliers, other international organizations, as well as local and national authorities.
  • Knowledge of USAID policies and business practices and direct experience managing the finances and administration of a USAID-funded project are required.
  • Familiarity with grants management and project finance management, including financial controls, accounting, auditing, as well as reporting on accruals, pipelines and expenses., etc.
  • Advance knowledge of all Microsoft Office programs (Word, Access, Excel, PowerPoint, Outlook and FrontPage).
  • Fluency in English with excellent written and oral communications skills are required.
