Job Description

USAID Paani Program seeks a Field Procurement Officer. The Field Procurement Officer will be based in the project field office in Nepalgunj and will be responsible for activities related to procurement. Responsibilities will include but are not limited to drafting and distributing RFPs, overseeing the procurement process, managing goods delivery and receipt and other tasks assigned by supervisor.

Applicants must have a B.A. Degree in Accounting, Finance, Business Administration, Human Resources or equivalent and 3 to 5 years of progressively responsible administrative experience.

Level of Effort: LTTA, 260 days per year

Tentative Period of Performance: November 1, 2017 – October 31, 2018

Base of Operations: Nepalgunj

Background:

The Paani Program is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. PANI aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. PANI focuses at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives:

Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.

Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.

This will be accomplished through implementation activities organized under 11 Strategic Approaches, as defined in Section C, Statement of Work (SOW) of the PANI Contract, which provides the framework and overall guidance for all PANI team members.

Position Overview

The Field Procurement Officer will be based in the project field office in Nepalgunj and will be responsible for activities related to procurement. Responsibilities will include but are not limited to drafting and distributing RFPs, overseeing the procurement process, managing goods delivery and receipt and other tasks assigned by supervisor.

Responsibilities

  • Support project procurement and ensure compliance with corporate policies, contractual terms, US Federal Acquisition Regulations, Agency for International Development Acquisition Regulations (AIDAR) and other applicable rules and regulations;
  • Manage procurement process which includes preparing specifications, solicitation documents, managing evaluations, drafting requests for consent for the contracting officer and overseeing vendor selection process;
  • Ensure that a transparent and responsive procurement process is implemented and maintained;
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies;
  • Ensure that all Supplies, services and equipment required are delivered in time;
  • Manage vendor relationships, contacts, and pre-qualifications lists;
  • Maintain procurement files in accordance with applicable policies and procedures;
  • Provide procurement procedures and policy guidance and interpretation for program staff;
  • Work with the Office Manager to keep the inventories updated, prepare property disposition requests and annual inventory reports

Level of Effort/Timeline:

The Field Procurement Officer position is based in Nepalgunj, S/he will be engaged full-time for 260 days per year from November 1, 2017 – October 31, 2018

Supervision:

The Field Procurement Officer will work under the direct supervision of the Field Office Manager, and in close coordination with the Procurement Officer.

Qualifications:

  • B.A. Degree in Accounting, Finance, Business Administration, Human Resources or equivalent.
  • 3 to 5 years of progressively responsible administrative experience;
  • Experience with USAID human resources policy and regulations is preferred;
  • At least one year of logistics experience;
  • Ability to apply laws, regulations and instructions and interpret DAI and USAID policy;
  • Ability to perform high-level duties with a minimum of supervision.
  • Fluency in English is required
