Job Description

DAI seeks a Field Operations Associate for the USAID-funded Program for Aquatic Natural Resources Improvement (PANI). The Operations Associate is responsible for supporting the overall operations and logistics needs of the Field office, including supporting procurement and grants documentation, managing relationships with vendors, overseeing proper maintenance of inventory, and receiving goods and invoices from vendors, and managing all logistical aspects of the country and regional-level trainings and workshops in a professional and organized manner.

The Field Office Manager will supervise the Operations Associate.

Applicants must have a Bachelor’s degree in Business Management or equivalent in a relevant field with a minimum of 2-4 years’ demonstrated experience in a related role. A relevant experience working on USAID contract in a related role is highly preffered.

BACKGROUND

The USAID Paani Program, also known as the पानीपरियोजना, is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. Paani aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Paani focuses at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives:

Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.
Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.
This will be accomplished through 11 strategic approaches and four intermediate results (IRs, each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the Paani Contract, the Year 2 Annual Work Plan and the Paani Monitoring and Evaluation Plan, which provide the framework and overall guidance for all Paani team members.

Responsibilities:

The Field Operations Associate is responsible for supporting the overall operations and logistics needs of the Field office, including supporting procurement and grants documentation, managing relationships with vendors, overseeing proper maintenance of inventory, and receiving goods and invoices from vendors, and managing all logistical aspects of the country and regional-level trainings and workshops in a professional and organized manner.

Essential Duties:

  • Maintain smooth and compliant operations of the Field office.
  • Maintain and upload relevant documents in DAI’s online procurement and grant management systems.
  • Support the Procurement and Grants Teams in maintaining electronic and hard-copy documentation of all grants issued from the Kathmandu office to ensure completeness, accuracy and compliance.
  • Manage and be accountable for all project property and inventory acquired, leased, or otherwise obtained throughout the asset’s lifecycle: from initial receipt through accountability and custody, until formally relived of accountability by authorized means, including disposition, or through a completed evaluation and investigation for lost, damaged, destroyed, or stolen property.
  • Establish and maintain accountable property systems of record: ensure their appropriate integration with DAI Information Management System (TAMIS), core financial systems and processes, particularly those for logistics, grants and procurement. This includes the requirements for maintaining a complete trail of all transactions, suitable for audit, and the ability to implement and adhere to associated internal controls.
  • Ensure that all operational functions follow contractual terms and conditions, DAI policies and procedures, USAID and other relevant regulations.
  • Provide support for day-to-day program operations and logistics needs.
  • Provide logistic and administrative support to activities as required including but not limited to: project activities, grant activities, consultative workshops, and scholarship programs.
  • Plan and facilitate meetings and events, as well as orientations and trainings for grantees in collaboration with the Field Grants Officer. Oversee transportation of training materials to the training venue.
  • Identify venues and hire local service providers to support workshop activities (i.e. catering, workshop supplies, translation, photocopying, etc.).
  • Negotiate rates for service provision to support workshop and conference activities.
  • Identify and reserve appropriate hotel accommodation, and if necessary, arrange transportation for training participants, DAI staff, and other DAI consultants to and from the training venue.
  • Conduct local market survey at Nepalgunj.
  • Field visits at different watersheds, as required.
  • Other duties as assigned by Field Office Manager.

Qualifications:

  • Bachelor’s degree in Business Management or equivalent in a relevant field is required. 
  • Minimum of 2-4 years’ demonstrated experience in a related role required.
  • Relevant experience working on USAID contract in a related role highly preferred.
  • Strong attention to detail and organizational skills required.
  • Strong computer skills (MS Office suite) required.
  • Excellent written and verbal communication skills required.
  • Fluent English required. Nepali language highly preferred.
