Job Description

Position: Federal Governance Specialist and Development Partner Coordinator

 

Location: Kathmandu

 

Expected Duration of Assignment: 1 year

Starting Date: 15-Jun-2021

 

MOFAGA is partnering with UNDP to receive Technical Assistance (TA) for the implementation of the Programme. As the first step, a key priority of the TA is recruitment of TA staff, their capacity building and knowledge enhancement, including orientation and continuous backstopping support in coordination with the Programme Management so that they deliver on the intended outputs.

This Terms of Reference (ToR) describes the functions and responsibilities of the assignment, expected results, and qualifications/experience and competencies and selection criteria required of the Federal Governance Specialist cum Development Partners Coordinator in PCU. The position will provide high-level technical advice and expertise to MoFAGA, the DPs and UNDP for the implementation of the PLGSP. S/he shall also ensure effective and efficient coordination among DPs, and between the MoFAGA and DPs.

The incumbent will report to the Deputy Resident Representative of UNDP for administrative matters who will be the primary supervisor of the incumbent. However, s/he will report to the National Programme Director (NPD), through the National Programme Manager (NPM) in programme related matter.

Roles and Responsibilities: 

 

  1. Provide high quality technical support, including programme follow-up and quality assurance, to enable successful implementation of PLGSP.

  2. Contribute directly to the achievement of PLGSP outputs, output one: Federal level institutions develop legislations and policies to support Provincial and Local Governments in a consultative manner,  and output two: Federal level institutions develop tools and systems to support PLGs in a consultative process

  3. Contribute to ensuring mainstreaming of Gender Equality and Social Inclusion (GESI) throughout programme interventions.

  4. Support in developing the PLGSP as the framework programme on sub-national governance support.

  5. Ensure effective and efficient coordination among Development Partners (DPs) and between DPs and the Ministry of Federal Affairs and General Administration (MoFAGA).

  6. Perform any other tasks assigned by the concerned authorities of the PCU and UNDP

 

 

 

 

 

 

Job Specification

Required Skills and Experience

Min. Academic Education:

Master/Post Graduate Degree in Social Sciences, Public Sector Management, Public Administration, Public Policy, Public Finance or other related fields

Min. years of relevant Work experience:

At least seven years of relevant professional experience with
development programme management and working in complex, Government-led programmes in developing countries; At least five years of experience of working on federal and subnational governance issues in developing countries;

Required  skills and competencie

Proven experience as a convener of partnerships and consensus around complex multi-stakeholder endeavours in the governance arena.
Strong analytical and writing skills and a track record of producing high quality reports and other materials;
Excellent communication (verbal and written) and interpersonal skills and experience in working effectively in a multi-cultural environment;
Sensitivity to diverse opinions and the challenges arising from
differing social and cultural perceptions;
Ability to contribute towards conflict resolution in the workplace;

Desired additional skills and competencies:

Professional competencies in Microsoft Office, including Word,
Excel and PowerPoint;

Required Language(s) :

Fluency in English language is a requirement;
