Terms of Reference (ToR) for Assessing the gaps in the implementation of national coffee logo
Objective of the assignment:
The overall objective of this assignment is to review the existing policy and law related to coffee logo implementation, assess the gaps in the implementation of the logo and recommend way forward for the effective use and implementation of the national coffee logo.
To support the development of coffee sector in Nepal, ‘Hamro Coffee: Expanding Opportunities for Nepalese Coffee Growers and Traders’ project funded by European Union, jointly envisioned by ICCO Cooperation, together with partners CEAPRED and NCPA, aims to increase income of small-holders through an improved market driven speciality coffee sector, with focus on enhancing the quality and quantity of coffee cherries produced and upgrading primary processing to ensure quality of green beans, leading in the long term to increased demand of unique Nepalese speciality coffee in the domestic and international niche markets. Among other activities, the project strategy calls for strengthening the NTCBDś coffee unit in the implementation of the coffee logo. Through Hamro Coffee Project, NCPA aims to identify and assess the gaps and barriers in the effective implementation of the national coffee logo.
NCPA is the umbrella organization for all Nepalese coffee organization, traders and cooperatives involved in coffee industry. The organization mainly works for institutional development, coffee production, processing technology, advertisement and marketing of Nepalese specialty coffee.
Scope of the assignment: :
Methodology:
The interested consultants/firms are expected to undertake a desk review of current law/policies especially on the use of national coffee logo. In addition, the consultants/firms is also expected to have a close consultation with key stakeholders in government (NTCBD, Ministry of Industry, Commerce and Supplies) and private sector (NCPA) focusing on the bottlenecks that hinders the effort to the effective implementation of the national logo.

Duration of the consultancy service
The consultancy agreement between the consortium and the consultant/firm will be from 15th April to 15th of May 2019. The maximum working days would be 15 days within consultancy duration. The tentative time plan for this assignment are as follows:

In case of occurrence of any unforeseen events leading to the deviation in the agreed upon deadlines and budget, this must be communicated to the focal person in advance and agreed upon the revised plan and budget.
