Environmental Compliance Manager (PAHAL)
BACKGROUND:

PROGRAM /DEPARTMENT SUMMARY:
Mercy Corps Nepal as the prime organization has been implementing a five year program †“Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) funded by USAID. PAHAL seeks to strengthen livelihoods, improve nutritional status and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in communities with deep poverty and high rates of malnutrition in critical zones of the Midâ€Western and Farâ€Western Regions of Nepal. The goal of the PAHAL program is: Vulnerable populations in the middle and high hills of Far Western and Midâ€Western Nepal are food secure. The target area of the program covers 14 districts in the Midâ€West and Farâ€West regions of Nepal. The Midâ€West region comprises of 7 districts; Surkhet, Dailekh, Pyuthan, Rolpa, Rukum, Salyan and Jajarkot while the Farâ€West region comprises of Dadeldhura, Doti, Accham, Baitadi, Bajhang, Bajura and Darchula districts.
GENERAL POSITION SUMMARY:
The Environmental Compliance Manager is the part of technical management group in the multiâ€million dollar, 5â€year USAID/Food for Peace and USAID/Nepalâ€funded Development Food Assistance Program (DFAP) funded, Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) Program actively working in 14 districts across the Far†and Midâ€West development regions of Nepal. S/he will work under the supervision of Deputy Chief of Party (DCOP) and work closely with the other component managers in the Program to help execute and ensure compliance with USAID’s and Nepal’s environmental regulations and laws.
POSITION DESCRIPTION
The Environmental Compliance Manager will have oversight responsibility to ensure the recommendations of the project’s Initial Environmental Examination (IEE) are implemented across project activities and consortium partners. IEE recommendations will be carried out in the agricultural, disaster risk reduction, and natural resource management sectors.
As Gender and Social Inclusion (GESI) is crossâ€cutting and core component for the PAHAL program; all personnel are required to own this and ensure GESI sensitivity and integration to their respective areas of responsibilities.

1. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
2. Together with the GESI Manager, develop GESI integration plan, track progress and document GESI learnings on a regular basis.

The successful Environmental Compliance Manager will combine exceptional management skills with a solid understanding of USAID and Government of Nepal environmental standards and processes. S/he will be able to manage and mentor staff located in the field, write thorough and detailed reports, and demonstrate successes in environmental protection. S/he will display an entrepreneurial spirit that is both creative and flexible. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to oversee and implementation of Environment Compliance initiatives for PAHAL. S/he will have proven experience and confidence, and humility, to work effectively with a large variety of people who will be diverse culturally, economically and in social status. S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fastâ€changing situations. Multiâ€tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential. The Environment Compliance Manager will have the ability to foster solid working relationships with USAID, host Government, beneficiary communities, and partner organizations.
