Environmental Compliance Manager (PAHAL)

BACKGROUND:

PROGRAM /DEPARTMENT SUMMARY:
Mercy Corps Nepal as the prime organization has been implementing a five year program  ‐ “Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) funded by USAID. PAHAL seeks to strengthen livelihoods, improve nutritional status and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in communities with deep poverty and high rates of malnutrition in critical zones of the Mid‐Western and Far‐Western Regions of Nepal. The goal of the PAHAL program is: Vulnerable populations in the middle and high hills of Far Western and Mid‐Western Nepal are food secure. The target area of the program covers 14 districts in the Mid‐West and Far‐West regions of Nepal. The Mid‐West region comprises of 7 districts; Surkhet, Dailekh, Pyuthan, Rolpa, Rukum, Salyan and Jajarkot while the Far‐West region comprises of Dadeldhura, Doti, Accham, Baitadi, Bajhang, Bajura and Darchula districts.

 

GENERAL POSITION SUMMARY:  
The Environmental Compliance Manager is the part of technical management group in the multi‐million dollar, 5‐year USAID/Food for Peace and USAID/Nepal‐funded Development Food Assistance Program (DFAP) funded, Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) Program actively working in 14 districts across the Far‐ and Mid‐West development regions of Nepal. S/he will work under the supervision of Deputy Chief of Party (DCOP) and work closely with the other component managers in the Program to help execute and ensure compliance with USAID’s and Nepal’s environmental regulations and laws.  

 

POSITION DESCRIPTION
The Environmental Compliance Manager will have oversight responsibility to ensure the recommendations of the project’s Initial Environmental Examination (IEE) are implemented across project activities and consortium partners. IEE recommendations will be carried out in the agricultural, disaster risk reduction, and natural resource management sectors.   
As Gender and Social Inclusion (GESI) is cross‐cutting and core component for the PAHAL program; all personnel are required to own this and ensure GESI sensitivity and integration to their respective areas of responsibilities.  

 

ESSENTIAL JOB FUNCTIONS:
The specific duties and responsibilities of the Environmental Compliance Manager include, but are not limited to, the following:  

Environment Compliance:

  • Ensure the IEE conditions and recommendations are implemented, while considering any substantial modification to previously approved activities or addition to project activities;  
  • Ensure all project activities are in compliance with USAID’s environmental regulations as well as the relevant Nepali environmental laws, policies and regulations;  
  • Work with component managers and field staff to ensure project activities are designed and implemented in environmentally friendly manner;  
  • Determine regulatory requirements for environmental and safety oversight of project activities and assist project implementing partners as required on compliance issues and on the preparation of required environmental documentation for proposed and ongoing activities;  
  • Ensure agriculture activities followed the recommendation made by USAID approved Pesticides Evaluation Reports and Safer Use Action Plan (PERSUAP);
  • Take the lead on all mitigation and monitoring activities which have negative impact on climate and environment listed in Environment Monitoring and Mitigation Plan (EMMP); develop and as necessary update project EMMPs;  
  • Dotted‐line management of environmental officers in PAHAL field offices, including training and activity planning;
  • Develop tools for screening new project activities, monitoring compliance and mitigation measures and provide support in monitoring of early warning and trigger indicators.  
  • Prepare Environmental Status Report (ESR) on status of proposed mitigation and monitoring measures;  
  • Develop and provide environmental training for project staff as required; and
  • Participate in M&E‐related activities when required.
     

POSITION DESCRIPTION
Others:
1. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
2. Together with the GESI Manager, develop GESI integration plan, track progress and document GESI learnings on a regular basis.
3. Other duties as assigned by the Chief of Party.

 

EXPECTED OUTPUTS  

  • Monitor and update Program Environmental Mitigation and Monitoring Plan (EMMP).
  • Prepare Program ESR at the submission of each PREP and or whenever required.  
  • Develop tools for screening new activities.  
  • Develop tools for monitoring and reporting on the effectiveness of mitigation and monitoring measures.

WORKS DIRECTLY WITH:

Chief of Party, Deputy Chief of Party, Resilience Program Coordinator, M&E Team, and entire PAHAL implementation team as well aslocal and internationalsub‐grant recipients, Mercy Corps Nepal Support Departments and Mercy Corps Global Technical Support Unit (TSU) team members as required.  
 

KNOWLEDGE AND EXPERIENCE:  

  • A minimum of Master’s degree in environmental sciences, environmental engineering or other related subject.
  • At least 5‐7 years of relevant professional experience in similar position including three years of project coordination or management experience of complex, multi‐dimensional programming is required.

POSITION DESCRIPTION

  • Experience conducting environmental impact assessments and developing/using toolsto assess and monitor environmental impact.  
  • Experience with USAID Environmental compliance, rules, regulations and requirements are preferred.  
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate with a diverse range of government officials, local organizations, donors and other groups for outcomes in the best interest of program implementation
  • Previous experience facilitating environmental or related trainings preferred.
  • Effective verbal and written communication, multi‐tasking, organizational, and prioritization skills are necessary
  • Fluency in written and spoken English and Nepali required
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
  • Effective writing and organizational skills for report development, complete analyses and make presentations.  
  • Previous experience working on USAID funded programs strongly preferred.

The successful Environmental Compliance Manager will combine exceptional management skills with a solid understanding of USAID and Government of Nepal environmental standards and processes. S/he will be able to manage and mentor staff located in the field, write thorough and detailed reports, and demonstrate successes in environmental protection. S/he will display an entrepreneurial spirit that is both creative and flexible. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to oversee and implementation of Environment Compliance initiatives for PAHAL. S/he will have proven experience and confidence, and humility, to work effectively with a large variety of people who will be diverse culturally, economically and in social status. S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast‐changing situations. Multi‐tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential. The Environment Compliance Manager will have the ability to foster solid working relationships with USAID, host Government, beneficiary communities, and partner organizations.
