ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ) or Country Offices (COs).  They report to the Division/Country Director or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.
Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”. They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

JOB PURPOSE

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP is to implement School Meal Programme (SMP) activities in Nuwakot over the next three (3) years, which includes providing infrastructure (kitchens and WASH).  The Project is to be undertaken using similar modalities as the WFP School Infrastructure Development Project (SIDP) in the Karnali and Surdurpaschim Provinces.

S/he will work under the supervision of Project Manager on School Meals and technical supervision of Engineering to provide construction and engineering expertise, quality control and quality assurance for the efficient delivery and quality outputs for SIDP in Nuwakot.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide engineering and project management services, apply best practices, standards that comply with WFP standards and processes.  These include Quality Control and Quality Assurance (QA/QC), preparation of work schedules (MS Project), reports and designs, preparation of Bill of Quantities, the analysis of project proposal to enable effective decision making on project technical feasibility focusing on EOIs and RFPs.
  2. Carry out engineer assessments of the identified schools as required.
  3. Supervision of construction activities with presence at the construction sites as required.
  4. Contribute towards the analysis of project proposals to enable effective decision making on project technical feasibility.
  5. Contribute to the WFP construction procurement process.
  6. Contribute to maintaining sound partnerships with internal and external stakeholders in order to achieve their technical/engineering needs in relation to WFP supported activities management.
  7. Collate data and contribute to the preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  8. Contribute to the implementation of WFP Gender Equality and Social Inclusion (GESI) policies via such activities as Focal Group Discussions (FGD) and surveys.
  9. Participate in technical or design reviews, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  10. Contribute to preparedness actions, providing technical recommendations and guidance and management of risks.
  11. Liaise with internal and external counterparts to ensure effective collaboration and cost effective implementation of the Project.
  12. Other functions as assigned Project Manager Engineer.

STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skill:

  • Has worked effectively under supervision on a large number of varied design adn construction projects and taken responsibility for work elements which have been assigned.
  • Has worked in Humanitarian projects demonstrating knowledge of engineering specialization in relation to seismic mitigation, rural infrastructure, effects of monsoons, or environmental requirements.
  • Has experience with implementing GESI policies.
  • Has supervised commercial contractors for a minimum of 24 months.
  • Has worked with UN Agencies and NGOs for a minimum of 12 months.
  • Has experience working in remote rural areas.
  • Has implemented Projects with increased level of responsibility.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
  • Has attained advanced academic qualifications relevant to engineering.
  • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
  • Has a minimum of five (5) years of working in the Consutruction industry (Government, UN agencies, development partners, I/NGOs, private sector etc.) since graduation. Has worked independently in remote locations.
