Job Description

We are seeking District Coordinators for long term roles on a complex DFID-funded post-earthquake reconstruction programme in four Districts (Gorkha, Dhading, Nuwakot, Rasuwa). The programme aim is long-term positive change in the lives of people in earthquake-affected regions of Nepal.
 
The programme is due to commence in April 2017 for a 5 year duration and will work in four of the districts worst affected by the earthquake. It comprises five Output Areas: 
 

  1. Support and provide capacity building to Government at central, district and local level in detailed year-wise reconstruction planning.
  2. Direct physical reconstruction, including subcontracting and supervision of agreed priority earthquake reconstruction interventions, including reconstruction of water supply, foot trails, bridges, roads and public buildings.
  3. Analysis of, and interventions to address, constraints to the private sector, including supply of labour, materials and transport in the construction sector.
  4. Designing and managing a Challenge Fund to leave no-one behind in the reconstruction effort and promote transformational change for women and girls.
  5. An evaluation and learning component.

 
The role of the District Coordinator is evolving as the changes resulting from decentralisation take effect, and will require a politically sensitive approach. The responsibilities will include coordination of activities between Output Areas at District and Municipality levels, and leading local-level planning and capacity-building. The three coordinators will be based in Gorkha, Dhading and Nuwakot and will have complementary skills in WASH, general infrastructure and social development. They will provide specialist expertise in one technical field as well as being able to work across disciplines with local authorities in their area of geographical responsibility. Ideally, they will be available to start from 16th October.
 
Job description
 
Reporting to the Deputy Team Leader, the District Coordinator (WASH) will:
 

  1. Lead the District-level team, and ensure a coordinated approach to all components in the district and resolve issues or problems.
  2. Work with the Districts, Municipalities and other stakeholders to develop annual plans for activities under each component, and to build capacity in reconstruction planning.
  3. Lead communication and stakeholder engagement activities with local government, civil society and private sector.
  4. Coordinate field activities for selection, quality assurance, monitoring of WASH systems.
  5. Assist other District Coordinators in supervising remaining activities under each Output Area in one District.
  6. Ensure the timely submission of financial and operational reports
  7. Participate in program review meetings;
  8. Perform other duties as required by the programme

Candidate Specification

  • At least 10 years’ experience in WASH-related rural development in Nepal, including capacity building, and institutional strengthening and delivery of WASH systems
  • At least three years’ programme management experience, preferably on a donor-funded international development projects (DFID experience an advantage)
  • Demonstrated understanding of the challenges of post-earthquake reconstruction
  • Strong communication, interpersonal and leadership skills
  • Proven ability to build and maintain effective working relationships
  • Ability to work effectively under pressure and to manage competing priorities;
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities within a short timeframe
  • Team player and willingness to learn and support learning of others
  • Fluency in written and spoken English and Nepali is essential.
