Position: Digital Financial Officer
Number of Position: 5(Five)
Duration: Project Period
Duty station: Respective Department/ Province Office as designated by the project with frequent travel to the Project areas
Report to: Digital Finance Expert/ Province Director
Mode of Contract: Contracts will be made annually with a probation period of six months. The annual contract will be extendable up to the project period of VITA based on satisfactory performance in the preceding contract assessed by the project.
Roles and Purpose of the Assignment:
The Digital Finance Officer will work in the Digital Banking Department and /or Province Offices with overall responsibility and leadership on the planning, implementation, and monitoring of the Digital Financial Inclusion subcomponent including Kishan Card and Kishan Mobile Apps in tandem with other components of the project. Under direct supervision of the Digital Finance Expert, and in coordination with Province Offices, S/he will work closely with other concerning departments, Branch Offices, Card and mobile apps service provider and RPSF project in developing various digital financial products and capacity building of ADBL employee and rural customers to enhance access to financial services among project target beneficiaries.
Responsible for the coordination, supervision, management, and optimal mobilization of field facilitator, ADBL branch staff, and ADBL’s training centers in delivering digital financial literacy and digital financial services to project target group in particular poor, migrants and returnees’ households;

Academic Qualifications and Work Experience:
Master’s degree in Computer Studies, Information Management, Agricultural Sciences, Business Studies, Economics or equivalent with at least 1 years’ experience in the related field or Bachelor’s degree in Computer Studies, Information Technology, Agricultural Sciences, Business Studies, Economics or equivalent with at least 3 years’ experience in digital financial services in particular and access to finance /and or Supply Chain Financing in general.
Proven skills in software development, enterprise promotion, supply chain & economic development, and a solid understanding of the theory and practice of inclusive development.
Excellent interpersonal skills, team-building, decision making, organizational, and communication skills
Demonstrated knowledge and sound understanding in issues relating to gender and social inclusion including economic development.
The capable writer of reports with a wide range of computer skills.
Good written English.
Preferences will be given to:
candidates with experience in agriculture-related software development, Agriculture information system, enterprise promotion, business facilitation, supply chain /Supply Chain development.
Women candidates & Candidates from ethnic minorities.
Supervision and Administrative Control:
The Digital Finance Officer will be administratively accountable to the Digital Financial Expert. S/He will be technically accountable to the Department Head, Digital Banking Department/ Province Office.
Performance Assessment:
The performance assessment of the Digital Finance Officer will be based on the quality and timely completion of the tasks assigned as per ToR. Details on the indicators for performance assessment will be negotiated and agreed upon at a later stage once s/he signs a contract with the RPSF. The RPSF reserves the right to terminate the contract if the performance is assessed as unsatisfactory.
The Terms of Reference are subject to revision/update annually per the requirement of the RPSF based on planning trajectory, modification in RPSF project design, or as recommended by Joint Reviews/Supervision Missions and lessons learned during the course of implementation.

Other Benefits:
Transportation and daily subsistence allowance to the staff members listed above will be provided only for the official duty travels commensurate to the 7th class officer of the ADBL.
All the contracted positions will be provided with a one-month additional salary on a pro-rata basis. This one-month additional allowance will be applicable only after serving the Project for at least 9 months.
Leave: All contracted positions mentioned above will be provided 12 days of home leave and 6 days of casual leave.
Insurance: All the contracted staff members will have to buy their own life insurance cover including accidental coverage. The project will reimburse 50 % of the monthly premium or NP Rupees 300 per month (whichever is lower) for the period the staff member will be working in the project, upon submission of a copy of the insurance policy and receipts.
Age Limit: The upper age limit for all the contracted positions at the time of contract signing will be 55 years.
