Background

Effective Development Financing and Coordination (EDFC) project is a joint initiative of the Ministry of Finance and United Nations Development Program. The objective of the EDFC is to further enhance the capacity of Ministry of Finance (MOF) and other relevant stakeholders with a strengthened enabling environment to effectively and efficiently plan, manage and coordinate Official Development Assistance (ODA). EDFC focuses on establishing and strengthening coordination structures in line with the 2014 Development Cooperation Policy and will also help streamline MOF’s standard operating procedures translating global policies and practices on ODA management into a single national system. EDFC will also help enhance the analytical capacity of MOF and other line ministries for the better alignment and prioritization of ODA with national development priorities.

 


Duties and Responsibilities

The Deputy Project Manager (DPM) will work under the direct supervision of National Project Manager (NPM) and s/he will work closely with the Senior Advisor and support the Project Manager to:

  • Prepare a detailed work-plan, schedule and budget, for approval by the International Economic Cordination and Cooperation Division (IECCD)/MOF and the UNDP Nepal, and updated it on quarterly basis.
  • Provide hands on support to the PM to ensure all project management functions are in order,
  • Prepare detailed plan for project review, reporting and evaluation.
  • Ensure the timely mobilization and utilization of programme personnel, subcontracts, training and equipment inputs, whether these are procured by the Implementing Partners.
  • Coordinate with implementing agencies to plan and implement the training programme  to develop their capacity on aid management.
  • Prepare terms of reference for the procurement of international and national consultants including consultant for Aid management Information System (AMIS), expedite procurement process, and ensure quality assurance and timely delivery of the services.
  • Support UNDP, IECCD/MOF and the project in a number of activities planned over the life of the project.
  • Support and facilitate coordination with Development Partners (including INGOs) regarding AMIS
  • Facilitate and participate in regional and international meetings related to development cooperation, aid management and managing for results with IECCD colleagues.
  • Facilitate and participate global meetings related to aid effectiveness and internalize into practice.
  • Facilitate drafting Development Cooperation Reports and conducting of global partnership surveys.
  • Provide advice and direction on strategic and policy issues to strengthen gender & social inclusion initiatives in the programme plan and implementation strategy;
  • Supervise and manage project personnel
  • Carry out other assignments, as required by the programme from time to time.

Required Skills and Experience

Education:

  • Completion of Master’s Degree or PhD in economics, development studies or any other relevant field.

Experience:

  • Master's with 10 years and PhD with 7 years of relevant experience;
  • Substantial level of experiences in different aspects of aid management, and understanding of  international conventions on  high level forum for aid effectiveness and global monitoring survey for effective partnership;
  • Previous experience working within Government at a senior level (particularly MOF or ODA related issue) will be an asset.

Language:

  • Must be fluent in both spoken and written Nepali and English languages.
