Position: Deputy Chief of Party - Operations, Adolescent Reproductive Health/Family Planning

KEY AREAS OF ACCOUNTABILITY:
Ensure the high-quality preparation and timely submission of programmatic and financial deliverables for USAID, the Government of Nepal, and SC, verifying compliance with donor and SC regulations;
Assist in preparing and revising a realistic budget, and in authorizing and monitoring expenditures in line with the budget, donor guidelines, and SC’s grant management and financial regulations;
Establish standard operating procedures (SOPs), including tools and templates, to guide effective, efficient, and compliant administration/HR, sub-awards, transfers, procurement, and logistics operations functions across all levels and partners;
Develop and deliver trainings to ensure relevant team members, including consortium partners, understand and can correctly and efficiently apply SOPs;
Supervise team members leading each function, ensuring that appropriate corrective action is taken when required;
Ensure close coordination with SC offices on administrative and HR matters, especially regarding program operations and finances;
Attend and actively participate in periodic program meetings, ensuring a summary of progress and challenges is prepared and presented to relevant stakeholders with follow-up actions as required;
Maintain effective communication, coordination, and positive relationships with key counterparts, such as from USAID, Government of Nepal ministries and divisions (e.g., Ministry of Health and Population, Family Welfare Division, and the National Health Training Center), other international implementing partners, and local NGOs;
Apply SC’s vision and values in day-to-day work, and fully adhere to SC’s Code of Conduct; and
Serve as Acting COP in the COP’s absence.
Qualifications and Experience
Master’s Degree in International Development, Business, or other relevant areas;
Minimum of 10 years (7 years for GSI group)* of experience in managing the operational aspects of donor-funded projects in progressively more responsible roles;
In-depth knowledge of USAID approaches and regulations;
Excellent interpersonal skills and demonstrated ability to lead and work effectively in teams;
Creative problem-solving skills with the ability to work effectively in resource-constrained environments; and
Excellent oral and written communication skills in English.
Preferred Qualifications
Prior experience as DCOP or Director of Operations on a USAID-funded program;
Technical expertise in adolescent sexual and reproductive health is preferable.
