Job Description
The Governance and Economic Development Division is currently accepting applications for a Data Integration Task Leader for an anticipated DFID-funded five-year, £15 million project in Nepal to strengthen the Government of Nepal’s (GoN) capacity to generate data and use evidence more effectively. The Programme will focus on capacity building and improving the use of data and evidence for development and policy making in Nepal both at the district level and nationally. The position will be based in Kathmandu, Nepal and report to RTI’s Governance and Economic Development Division.
The Data Integration Task Leader will provide technical direction on Information and Communications Technology (ICT) matters, including database management and will lead implementation of all ICT-related activities. This specifically includes, developing online platforms, identifying and managing content, and conducting quality assurance and monitoring of related vendor and consultant work and strengthening stakeholder capacity to contribute and implement ICT initiatives. The candidate will have knowledge of relevant regional mobile technology initiatives, online portals and content providers, as well as social media tools and marketing approaches.
The Data Integration Task Leader will perform duties such as:
- Coordinate provision of advice on ICT aspects of municipal tracking databases that may require improvements, write scopes of work for ICT specialists;
- Collaborate with government on selection of districts to pilot the most proficient and heaviest usage of data;
- Collaborate with government on selection of indicators to emphasize for in-depth treatment and understanding;
- Collaborate with government officials on the selection of indicators for effective use of Web-based reporting systems, SQL databases, and other data management programmes;
- Provide technical assistance on appropriate ICT tools that optimize results for different government beneficiary institutions;
- Link to other technical components of the project;
- Link to similar components in other government or development partner projects.
Qualifications
- An advanced degree (Masters or equivalent) in ICT, economics, management or a related international development-related discipline with focus on data integration and 9 years of experience.
- Substantial experience with database design and management for municipal or sub-national indicators tracking and experience with implementation and policy design of decentralized programs strongly required;
- Previous experience in local policy dialogue and participatory planning is a plus as well as experience in South Asia (Nepal-specific a plus);
- Excellent communication skills (attention to details is required); flexible and able to multi-task;
- Must be able to work collaboratively (across time zones and cultural boundaries);
- Willingness and ability to live and work in Nepal for the duration of the Programme.
- Fluency in English is required.
