Consultant Required for - Independent Final Evaluation of Action Against Hunger’s project 

‘Continuing emergency assistance to the earthquake affected population in Nepal

 

 

Job Specification

 

1    Project background

On April 25th, a 7.8 magnitude earthquake struck Nepal causing severe destruction in 14 out of the 75 districts in the country. Two weeks later on May 12th, another quake of 7.3 magnitude hit, worsening the humanitarian situation. 14 districts were severely affected by the earthquake, thousands of people died and hundreds of houses were destroyed and/or damaged. During the height of the emergency, some 188,900 people were temporarily displaced. As a continuity of ACF initial post-earthquake emergency phase interventions, this project was designed to conduct psychosocial support and training activities in the districts of Kathmandu and Bhaktapur in the area of Kathmandu Valley and in Nuwakot and Rasuwa in the near west and north-west of Kathmandu together with its implementing partners.

 

General Objective: To contribute to the humanitarian assistance and build capacities of local stakeholders, health and education actors to provide sustained psychosocial support to the earthquake affected population in Nepal

 

Specific Objective: to improve the psychological wellbeing of people in distress with special focus on children and women to cope with their situation, increase their autonomy and put in place adaptive behaviors within the transformed living environment.

 

The project has an overall implementation timeframe of 15 months (including an 8 months granted extension) and its major funding is coming from Kindernothilfe for a total of € 400,000.

 

 

2     Scope of the evaluation

The overall purpose of the evaluation is to assess the overall performance of deployment of MHCP/ACF’s response to the needs of the affected population, identifying the supporting external and internal factors and constraints since the beginning of the project (May 2015).

 

The evaluation should identify good practices as well as lessons and challenges that can be drawn from the response to date. (e.g effectiveness of MHPSS system). It will also be used to incorporate practical and realistic short and long term recommendations in order to strengthen the on-going response. Although not a primary focus, ultimately this evaluation will also inform future rapid-onset emergency responses.

 

The evaluation will use the DAC criteria evaluation approach to evaluate the project and will focus on the entire project funded by Kindernothilfe.

 

The evaluation will require the following deliverables:

1.       Inception Report outlining the evaluation methodology to be used by the evaluator and a final work plan;

2.       Stakeholder workshop: The evaluator shall facilitate a learning workshop in country to present the draft report and the findings of the evaluation to the project and key stakeholders; to gather feedback on the findings and build consensus on recommendations;

3.       Draft evaluation report with specific recommendations; lessons learnt and good practices;

4.       Final evaluation report (max. 30 pages) incl. executive summary.

 

Gender equality issues shall be explicitly addressed throughout the evaluation activities of the consultant and all outputs including final reports or events need to be gender mainstreamed.

 

 

3     Evaluation arrangements and professional requirements

An Independent Evaluator is expected to conduct a final independent evaluation from October 24, 2016 to December 10, 2016. The assignment is for 22.5 work-days during that period and it will require travel to Nepal. The country office to be visited and Action Against Hunger’s project staff will help in organizing accommodation, arranging meetings and transportation.

 

The shortlisting of the independent evaluator will be done by the Evaluation Learning and Accountability (ELA) team, and final selection will be jointly done by the ELA, Action Against Hunger’s France HQ and Nepal Country Office. During field work, the evaluator will be joined by one member of Action Against Hunger’s ELA team.

 

Interested candidates should include in the expression of interest:

1.      An updated CV;

2.       A detailed presentation of their background and experience in evaluation of humanitarian projects, highlighting significant field experience in the relevant technical areas to this assignment;

3.       A statement of availability for the entire duration of the assignment;

4.       A daily consulting fee in EUR;

5.       Two work samples.

 

Applicants should meet the following requirements: 

  • Evaluation expertise and experience in post-earthquake (emergency and recovery) context in developing country/Nepal’s context/development project;
  • Good knowledge in qualitative data collection and analysis;
  • Knowledge in Mental Health and Care Practice is highly preferred;
  • Relevant degree / equivalent experience related to the evaluation to be undertaken;
  • Significant experience in coordination, design, implementation, monitoring and evaluation of humanitarian programs;
  • Good communications skills and experience of workshop facilitation;
  • Ability to write clear and useful reports (may be required to produce examples of previous work);
  • Fluent in English, Nepali, Newari and Tamang will be an asset;
  • Independence from the political and religious parties involved.
