Consultant Designer – Accessible Office Premises
1. INTRODUCTION
Established in 1981, WaterAid is an international non-governmental organization focused on improving people’s access to safe water, improved hygiene and sanitation in developing countries. It works on the basis that water and sanitation are human rights, and are essential services vital for health, education and livelihoods. WaterAid has been working in Nepal since 1987. Our work in Nepal spans across 22 districts and 153 VDC, and is based on a programmatic approach to ensure service delivery and promote advocacy in the WASH sector. By 2014/15, WaterAid Nepal has reached 272,441 people with safe water and 372,924 people with sanitation in Nepal.
2. BACKGROUND
WaterAid Nepal (WAN) is committed to designing inclusive, gender sensitive programmes to meet the needs of everyone throughout the total human cycle. It is very important to ensure that WAN does what it is asking others to do – our internal organizational practices should match our key programme messages. WaterAid policies encourage diversity in its workforce, and ensures that staff do not face any kind of discrimination in the workplace. For this, in addition to inclusive policies and approaches, infrastructures of the organization must be accessible to all so that no one misses the opportunity of employment or involvement in any kind of activities related to work just because of the absence of the friendly-facilities in the workplace.
3. OBJECTIVE OF ASSIGNMENT
The main objective of this assignment is to plan, design and recommend appropriate adjustments for disable-friendly office premises within WaterAid Nepal. This includes planning and designing of accessible toilet and improvement of office ground floor for easy accessibility to persons with disabilities. The plan/design should include identification and recommendation to eliminate obstacles and barriers regarding accessibility and communication for persons visiting WAN office with one or more form of visual, hearing and physical impairment.
4. SCOPE OF ASSIGNMENT
The Consultant is expected to provide appropriate plan and design on the following area:
a) From accessibility perspective, provide an improvement plan of office premises from the main gate to the ground floor as well as within the ground floor area. The plan should include various design options to enhance accessibility keeping various forms of disabilities in mind.
b) Provide appropriate plan for improvement and elimination of obstacles and barriers for easy accessibility and communication of existing office meeting hall, reception area and ground floor common toilet.
c) Provide an engineering design and cost/budget estimates for one unit of accessible toilet outside the office building that can be easily dismantled and rebuilt again at other location.
d) Supervise on-site interior/exterior design works and ensure timely completion
e) All the submitted plan should follow ‘disable friendly accessibility standards’ that includes appropriate design and cost estimate (according to the current market rates) and specification of works with types and quality of materials easily available in the market. All the documents should be submitted signed hardcopy and editable electronic copy.
5. REPORTING LINE
The Consultant will report to WaterAid Nepal’s People, Organisational Development and Administrative Manager, and will work in close coordination with other relevant team members.
6. TIME FRAME
Consultation meeting with relevant WAN team members Site inspection Within 1 week of contract

7. SELECTION CRITERIA
 The Consultant should possess at least five years of progressive work experience in designing accessible infrastructures
 The Consultant should have a degree in civil engineering or relevant subject with record of substantial professional training on designing accessible infrastructures
 The Consultant should provide a sample design idea with cost estimates for installation and constructions
 The reports / documents or any part, therefore, cannot be sold, used and reproduced in any manner without prior written approval of WAN.
Detailed terms and conditions shall be mentioned in the consultancy agreement.
9. PROPOSAL SUBMISSION GUIDELINE
The proposal should demonstrate sound knowledge, technical skills and capability as required by the nature of the work of the assignment and understanding of the requisite tasks set forth in the scope of work.
Eligible consultants should submit technical and financial proposals. The financial proposal should quote consultancy fee and administration costs. Proposals should also include inter
Statement of relevant experience i.e. similar assignments executed in/under execution in the last five years;
 Indication of availability to carry out the Consultancy during the entire period.

 Copy of company registration certificate (not required for independent
 CV and proof of eligibility to work in Nepal (copy of citizenship/passport for Nepali
 Copy of PAN/VAT registration certificate
 At least two positive references from previous clients/employers
 TAX/VAT clearance certificate.
Other supporting documents will be required upon selection of the Consultant.
