OBJECTIVE OF THE ASSIGNMENT
The objective of the assignment is to conduct detailed assessments in WaterAid Nepal’s targeted response areas. These assessments will inform the response priorities and plans and support in decision making to determine and implement appropriate recovery measures.
SCOPE OF ASSIGNMENT
ï‚· The assessments shall cover each water supply services/systems, sanitation, hygiene behaviors, WASH in schools and health centers in all wards including all camps in selected VDCs and municipalities
ï‚· The assessment and results shall compare the situation before and after the earthquake for example; assessing the functionality of drinking water supply schemes and sanitation facilities
ï‚· Develop and finalize all necessary tools and methodology for assessment
ï‚· Conduct field testing of tools and make necessary changes
ï‚· Select and train enumerators. WaterAid can connect with the youth volunteer groups to work as enumerators.
ï‚· Ensure that technical aspects (water and sanitation infrastructure), along with social dynamics, livelihood patterns, gender, social inclusion and protection issues are well documented during the assessment and in the report
ï‚· Provide recommendations on potential linkages with shelter and livelihood intervention
ï‚· Collect case studies to include in the report
ï‚· Implement the designed assessment strategies for identifying gaps, assessing the impact of destruction, the resulting needs, and local response capacities
ï‚· Ensure quality assurance of information collected from the assessments, cross check validity of information collected, triangulate and verify where needed
ï‚· Conduct data analysis and provide comprehensive report with strong recommendations to support in decision making
METHODOLOGY
This study will be based on desk review of recent assessments and the field survey in the selected VDCs/municipalities. The assessment will involve household survey, WASH assessments in schools, health centers and public places. This will involve focus group discussion, key informant interview, stakeholder consultations including WASH Coordination Committees (WASH-CCs), and consultation with government and non-government agencies in the districts. Each team in the district shall consist of a mix of expertise with technical (engineering) and social background. The consultant can consider working with youth volunteers for implementation of data collection. WaterAid will connect the consulting agency to the Youth Volunteer from WaterAid Network. The consultant shall be responsible for training and orientating the volunteers. WaterAid will cover the cost incurred for the volunteers. .

RESPONSIBILITIES OF PARTIES
Responsibilities of Consultant
ï‚· Finalize methodology and work plan in consultation with WaterAid Nepal
ï‚· Develop appropriate instruments necessary for the assignment
ï‚· Undertake field visits in the locations selected by WaterAid Nepal
ï‚· Prepare draft report based on Table of Content agreed with WaterAid Nepal and debriefing through presentation
ï‚· Finalize and submit the report incorporating comments from WaterAid Nepal
Responsibilities of WaterAid Nepal
ï‚· Provide support on finalization of the methodology
ï‚· Select VDCs/municipalities and districts for assessment
ï‚· Provide WaterAid relevant internal documents
ï‚· Provide timely inputs and comments on draft reports
KEY DELIVERABLES
ï‚· An inception report and presentation after a week from signing of the contract that explains; understanding of the assignment, detail methodology with all necessary instruments and timeline for commencing of the assignment.
ï‚· A draft report is expected by July 27, 2015.
ï‚· A high quality comprehensive report of assessment with strong recommendations to support in decision making

The consultant will report to WaterAid Nepal’s Monitoring and Evaluation Manager
TIME FRAME
The consultant will undertake the assignment between June and July 2015 with draft report completed by July 27, 2015.
REQUIRED QUALIFICATION
The consultant/consulting firm should have experience on qualitative and quantitative research; clear understanding on research methodology and experiences on using different social research tools and techniques. Team Leader should have at least relevant Masters degree with extensive experiences on undertaking similar assessments. The team members should have a mix of technical (civil engineering) and social (public health, social sciences etc). Experience in WASH, emergency, disaster risk reduction will be an added advantage.
The consultant is required to submit a proposal (not more than 4 pages) outlining methodology, detailed budget and CV of proposed resource persons. Along with the proposal, the consultant should also submit a cost estimate of conducting the assessment in one VDC. The proposal should demonstrate sound knowledge, technical skills and capability as required by the nature of the work of the assignment and understanding of the requisite tasks set forth in the scope of work. The deadline for submission of proposal is June 19, 2015.
