Chief of Party, Nepal Early Grade Learning Activity

World Learning is a leading international non-profit organization creating a more peaceful and just world through education, development, and exchange. We are seeking an experienced Chief of Party to lead and manage USAID/Nepal’s Early Grade Learning Activity to improve learning outcomes. Areas of focus include working closely with national, provincial, and municipal government officials to improve curricula, early grade reading/math assessment, school financing and management planning, data systems, teacher training, and inclusive education.
The Chief of Party will be responsible for the overall vision and leadership of the program and provide technical direction and management of early education activities. S/he will supervise implementation and ensure that activity objectives are met. S/he will also serve as the main representative of the activity and World Learning’s principal interlocutor with USAID, as well as with government and civil society counterparts, and local and international stakeholders. S/he is expected to play a proactive role in forging partnerships and leveraging resources to sustain the implementation of the activity. The ideal candidate will be a dynamic individual and seasoned Project Director and/or Chief of Party with experience working in Nepal or the region, able to work effectively and respectfully with individuals from diverse backgrounds and experienced in early education programs.
Responsibilities
Provide overall leadership, management, and strategic direction for the activity
Determine annual priorities and develop work plans with USAID, Government of Nepal, World Learning HQ, and other stakeholders
Oversee activity administration, implementation, and fiscal management to ensure alignment with budget allocations, internal policies, and USAID regulations
Monitor the quality and progress of all activities; when necessary, adapt activity implementation to achieve outcomes
Ensure reports, work plans, and other program deliverables are timely and of high quality
Serve as the lead liaison with the donor, implementing partners, and key stakeholders including government representatives of Nepal
Report regularly to World Learning HQ to provide timely updates of activity developments, implementation issues, and key decisions
Manage and supervise a team of local staff and consultants
Represent World Learning at conferences, working groups, and meetings
Other responsibilities as assigned
Requirements
Advanced degree in education or related field required
At least 10 years of experience working in the education sector in Asia, preferably in Nepal
Experience working with the Government of Nepal, USAID, DFID preferred
Early grade-level teaching, inclusion, curriculum development, teacher training, school financing and management planning, or related experience
Proven leadership and management skills as USAID chief of party or similar position
Excellent communication and diplomacy skills including fluency in English (required) and proficiency in Nepali (preferred)
Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity, or other marginalized status
