Job Description

The Governance and Economic Development Division is currently accepting applications for a Capacity Building Task Leader for an anticipated DFID-funded five-year, £15 million project in Nepal to strengthen the Government of Nepal’s (GoN) capacity to generate data and use evidence more effectively. The Programme will focus on capacity building and improving the use of data and evidence for development and policy making in Nepal both at the district level and nationally. The position will be based in Kathmandu, Nepal and report to RTI’s Governance and Economic Development Division.

The Capacity Building Task Leader will provide capacity building leadership and organization. This support will include developing and delivering trainings on a broad range of organizational development (OD) areas for local partners, facilitating organizational assessments, adapting or delivering new training tools, and helping to document RTI’s progress in strengthening the skills of local partners.

The capacity Building Task Leader will perform duties such as:

• Provide LCD technical assistance, working directly with local partners and with the project team to ensure adequate support.
• Ensure implementation is in compliance with RTI, donor and project-specific policies and engage partners in interactive and consultative ways in order to gain the buy-in of local partners.
• Technical support will likely involve a combination of guidance, training, facilitation of organizational assessments, and development of strategies and institutional strengthening plans.
• Organize all aspects of capacity building;
• Work closely with counterpart agencies to set criteria for selecting training target stakeholders;
• Deciding ratios of participants from levels of government and civil society (and types of civil society organizations) if appropriate;
• Supervising curricular development;
• Working to ensure sustainability of curricular approach;
• Supervising quality of trainings and monitor participant evaluation of capacity building;
• Link to other technical components of the project;
• Link to similar components in other government or development partner projects.

Qualifications

• An advanced degree (Masters or equivalent) in education, economics, management or a related international development-related discipline with focus on capacity building and 9 years of experience.
• Substantial experience in local policy dialogue and participatory planning is strongly required; Experience in high-level policy dialogue is strongly desired.
• Previous experience with decentralization processes and quantitative analysis capacity building is a plus as well as experience in South Asia (Nepal-specific a plus);
• Excellent communication skills (attention to details is required); flexible and able to multi-task;
• Must be able to work collaboratively (across time zones and cultural boundaries);
• Willingness and ability to live and work in Nepal for the duration of the Programme.
• Fluency in English is required.
