BACKGROUND:
The Logistics Cluster in Nepal aims to support the efforts of the Government, together with the humanitarian community, for the provision of assistance for affected populations:
Provide logistics coordination through tracking and management of cargo information to enhance predictability, timeliness and efficiency of the emergency response.
A Logistics Cluster cell will be established in Kathmandu, Nepal and other locations to be determined with support from the Global Logistics Cluster Support Cell in Rome. The Cluster will coordinate the logistics operation based on priorities set by the Humanitarian Country Team and the Government.
The Logistics Cluster will provide information management and other logistics and common transport services, as required. The Logistics Cluster cell will liaise with the national authorities to facilitate civil-military coordination and interaction for logistics and operational activities.
Under the direct supervision of Logistics Assistant and overall supervision of Logistics Cluster Coordinator, the incumbent will perform the following duties:
Responsibilities
Utilize the Relief Item Tracking Application for capturing NFI and Food data for commodity tracking purposes. Distribute reporting formats as required. Compile Agencies' relief commodities information and summarize in pre-determined formats for publication in Sitreps, Bulletins or Logistics Cluster website.
Enter agency Service Request Forms (SRFs) in to RITA and provide the relevant updates to their Consignment Statuses as per internal SOPs.
Conduct commodity tracking data filtering in accordance with agreed parameters for ‘pending’, ‘in-stock’, and, ‘releaseed’ (Delivered)’.
Enforce the tracking of a) filtering, b) entering, c) cross-checking process (third party check) (signatures at each stage).
Work with the Logistics Assistants and the commodity tracking data to provide humanitarian agencies with timely and relevant reports on their consignment status.
Coordinate reporting procedures and distribute reporting formats as required with satellite cells if deployed in several HUBS.
Register all data for statistical evidence, including details of all commodities handled and transported under the Logistics Cluster co-ordination by utilizing RITA.
Transport mode should be classified by type (air, rail, road, water) and by name of operator.
Liaise with the Transport Coordinator (and other actors) for the purpose of filtering / cross-checking data for the system and ensure that cargo documentation is received and updated into the system.
Liaise with Logistics Officers and Information Management Officers regarding dissemination of, and requests for, reports for other agencies.
Generate tables, charts, reports, that illustrate cargo flow as entered into the system: in particular for the key NFI items and hubs using data exported from RITA.
Keep records of the challenges and solutions inherent in the software, as well as the successes and failures of the process for the Tracking System.
Act as the Team Leader for the Commodity Tracking Team and train new data entry assistants as required.
Undertake other duties as required.
Inform Agencies and other relevant organizations on commodity tracking processes and reporting procedures.
General Requirements:
Education: Completion of Secondary school education.
Experience: Four or more years of progressively responsible work experience in the relative business stream with experiences in general administrative work.
Knowledge & Skills:
Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
Knowledge of work routines and methods in order to complete process under minimal supervision.
Uses the tack and courtesy to give and receive information to a wide range of individuals.
Ability to identify data discrepancies and rectify problems requiring attention.
Ability to offer guidance or basic on-the-job training to more junior staff.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
