Job Description

Position Overview:

The Associate, Girls’ Education program (GEPA) will be responsible for overseeing all aspects of Padhnako Lagi Kotha’s (PLK's) GEP in direct supervision of Field Manager, Program Operations (FPM). She will be involved in implementing and monitoring of Enhanced GEP program.  She will be constantly engaged in working to improve the GEP program by engaging schools, teachers, communities and GEP participants with the aim of ensuring that PLK’s GEP program is being effectively operated. This position requires skills in planning, implementing project activities, program documentation, report writing, networking with students, teachers and local communities. They also need to work to identify potential partners for joint work and referrals. The GEPA is required to also work on book keeping, accounting and some office administration tasks. The GEPA will report to FPM and supervise the Social Mobilizer (SM) of the district.  The GEPA spends about 25-30 percent of time doing administrative & finance and 70-75 percent field and Global Solution Database (GSD) related work. 

Duties & Responsibilities:

The position will require performing the below given job responsibilities not limited to:

Planning and Development:

  • Support FPM to divide clusters and allocate SMs accordingly. The GEPA will also allocate schools and groups (For Life skills sessions and Group mentoring sessions) to SM based on the agreed ratio of SM to GEP Participants. 
  • Support and guides SM to prepare for Life skills Education sessions, Group Mentoring Sessions, Parents workshops and any other activities related to GEP. 
  • Supports FPM in preparing and updating annual plan and budget for respective district. 
  • Plans and updates the activities as per Assessment Criteria (AC) and  Implementation Calendar (IC) to support program strategy
    • Supports FPM to prepare FIeld Office (FO) level IC and based on it prepares the cluster level IC
    • Tracks the approved activities as per the agreed IC
    • Updates the activities along with budget for timely activity implementation
  • Prepares monthly and quarterly implementation plan and budget request for GEP activities for target areas in coordination with FPM. 
  • In coordination with the Finance department in the field, tracks program expenses and compares it with the budget. Provides this data to FPM for financial reporting.

Program Implementation:

  • Understands the clauses in the Memorandum of Understanding (MoU) with the schools, takes responsibility of signing the MoU and ensures all the clauses of MoU are implemented and complied with. 
  • Provides technical support to SMs under direct supervision for implementation of GEP activities as per annual planning and budget and IC i.e. life skills, mentoring, material support and FSCE. This will be done through on supervision, site visits, on site coaching, capacity building, through support plans and any other means of support needed to enhance the outcome.
  • Observes Life skill sessions and group mentoring sessions regularly and ensures quality delivery of these sessions.
  • Ensures SMs are effectively documenting and reporting all activities which the PA needs to enter into the database and use for reporting purposes.
  • Coordinates with FPM and conducts GEP orientations, Life Skills trainings to School Management Committee (SMC), teachers and any other stakeholders. The GEPA is also responsible for conducting with the support of SM any other municipal/district/provincial level events.  
  • Leads the SMs to conduct survey of GEP participants in her respective Cluster.
  • Update and document statistics (grades, attendance, dropout rate, etc.) for Global Indicators and Country Indicators.  
  • Coordinates with district/municipal level Education units, schools and other likeminded organizations to build up network and support system to implement GEP program. 
  • Participates actively in capacity building trainings for self-professional development and GEP module implementation training as appropriate organized by Padhnako Lagi Kotha or any other institutions. 
  • Coaches and encourages SMs to document best practices and success stories of GEP activities carried out in the target clusters.
  • Performs other tasks as assigned by supervisor.

Monitoring and Reporting:

  • Ensures proper collection and documentation of data for monitoring tools like proposed drop out list, Program Implementation Monitoring (PIM) tool, Risk Response System and managing all these data for any other references.
  • Ensures field visit log books and Skills/Group Mentoring observation forms filled completely, clearly and regularly. Analyzes these data to support respective SMs.    
  • Conducts home visits to support SMs to manage critical issues of GEP participants. This requires face to face meeting with parents to discuss on general situation and concerns that affects GEP participants’ progress.
  • Supports in preparing GEP report: monthly progress report, quarterly provision of information for updating Global Solution Database (GSD), and other donor reporting.
  • Documents and prepares case studies along with related photo in close coordination with FPM and support from SMs and forward to FPM on a quarterly basis. 
  • Weekly reports to FPM to update on GEP progress and submit monthly report.

Ensuring Quality Program at field level:

  • Ensures good command over GEP strategies/ designs and guidelines.
  • Conducts quarterly meeting with SMC, prepares the meeting minutes, and follows-up with the decisions made. 
  • Conducts meeting with focal teacher and head teacher during field visits to build support for GEP activities.
  • Conducts discussions on program quality in line with program design and improvement areas with SMs during review meetings jointly with FPM as and when needed.
  • Tracks to see if quality standards are being met as per program standards.
  • Uses Life Skills/Group Mentoring observation forms to provide feedback to SMs, if necessary demonstrates to enhance SM’s skills on effective delivery.
  • Analyzes the availability of materials for LS sessions, mentoring and Material support, and provides corrective feedback to SMs.

Networking & Advocacy:

  • Coordinates and builds relationship with local government bodies’ e.g. rural municipality, local police, local leaders and other stakeholders.
  • Ensures reference list are prepared and agreed to their services to GEP participants during unavoidable circumstances.
  • Represents PLK in relevant meetings and forums and occasionally support in hosting key donor visits.

Qualifications:
Required:

  • Bachelor’s degree in Education, Gender, Development studies or relevant fields 
  • Minimum of 2 years of professional working experience with school students
  • Comprehensive knowledge and skills in implementing project activities, program documentation, report writing, networking, conducting large meetings and book keeping
  • Working knowledge of office administration and accounts 
  • Ability to use Microsoft word, excel and power point
  • Ability to travel frequently to project schools 
  • Strong verbal and written communication skills in English & Nepali

Preferred:

  • Master’s degree in Education, Gender, Development studies or relevant fields 
  • Working knowledge/ experience with girl students and scholarship program 
  • Comprehensive knowledge of current developments in gender issues, especially in the government schools 
  • Able to ride motorcycle/scooter with a valid license
